4.1 The Four Layers
- Business layer (shared ends). Both worldviews want the same thing at the top of abstraction: a prosperous, secure, flourishing people. Agreement is possible here precisely because it is about outcomes, not methods.
- Value layer (the hierarchy). Purposes are ranked by human need. The base serves the many and is treated as a floor; the apex — education, research, adaptation science — drives future prosperity. This layer encodes the bottom-up insight without excluding the top-down one.
- Program layer (dual levers). Here both methods operate: bottom-up spending secures the base, and top-down incentives are permitted to grow the engine that funds it. The levers are complementary tools, not rival faiths.
- Data layer (traceability). Every dollar of spending and every tax choice is traced to an outcome, so that whether gains reach the base is measured rather than assumed. This is the layer Elysium’s world never built.
